In the state of FL, which is where Blue Ray Engineering conducts 95% of our business, it is mandatory that this report be completed within 3 years of the developer turning over the condo as of 10/1/08 (House Bill 995. Florida Statute 718.301-4). There is one thing that associations may or may not be aware of, but  financial responsibility falls on the shoulders of the developer (At least in the state of FL).
